A lady in my neighborhood has taken to shouting and singing "LEASH LAW,LEASH LAW" and giving unsolicited advice whenever she sees anyone with a dog off the leash. She herself has a dog on an extended leash, that has been seen walking out into the middle of the road and has been in danger of being hit by cars.
She is correct that dogs should be leashed, but it has become accepted by locals that the local park is a safe place for their dogs to run while under voice control. Those of us that do allow our dogs off leash are responsible and do not allow the dogs to harass or frighten anyone, and leash up when children are around,we pick up poop ( and other peoples trash), and generally use the pre work and late night hours to let our dogs run. The police patrol the area frequently (due to recent drug use in the park and vandalism by some teenagers). They have never commented negatively about our dogs.
What recourse do I have? Is this Freedom of Speech or is it harassment?
She's making a once pleasant area (despite the mentioned usual small town problems) misserable.
