Question Calif Workman's Comp Missouri California

I would like to know if anyone would know an estimate of monatary settlement that should be rated at 15% with injury occuring in 2003.
Also If I am entitled to extra money since this was not done in a timely matter and that I had to wait one year before I received any treatment.
Should I also be entitled to pain,suffering and hardship since this settlement
has taken 4 yrs? I have NOT worked and have NOT be able to work since my injury. The injury occured in Calif and I now live in Missouri......
