Yes. The minimum requirements should reflect what the job actually requires or what is necessary to perform the job.

It is more a case of there not being a law that says that you can not. Any requirement that isn't substantially tied to the job at hand though, has the potnetial to violate other laws such as Title VII or ADA. Example, if your job requires that the incumbent lift 50 pound boxes then you can make the minimum job requirement the ability to lift 50 lbs. If this is an office job where the heaviest thing the incumbent would need to lift would be a stapler, the 50 lb requirement could be seen as a way of weeding out those with disabilities as the abilty to lift that much weight has nothing to do with the job.
