Can an Employer Dock/Deny Commissions for NON COMPLIANCE WITH STORE PROCEDURES? New Hampshire

I am a store manager of a store in New Hampshire. My boss and I are really tired of sales people not paying attention when special ordering merchandise for customers. These sales people cost the company a lot of money with these mistakes. We have just sent out an email as well as written notification, that details that if the sales people do not follow proper procedures when special ordering items for customers, as well as have all the specific paperwork signed, the sales will become non-commissionable sales. I have had to dock 4 sale between 2 people today. They try to circumvent the system and argue about why they can't do this or that. It is a very simple procedure and if 8 out of 10 can remember to do it why not the other 2? My question is one of these people told me tonight that she was going to get a lawyer and that this is unlawful. I know for a fact that when I was in sales 25 years ago I got docked numerous times for stupid mistakes. I know store owners that dock commissions for people not dotting their i's and not crossing their t's. So what's your advice? Is she right? I don't think she is.

I'm assuming these are nonexempt employees? Inside sales? Are they making an hourly rate PLUS commissions? My response will depend on the answers here.

They are 100% straight commission, paid on delivered 100% completed sales.
