22yr old to date 17yr old? legal? New York

my friend knows that the age of consent is 17 in NY, but as he's done some research and everything seems foggy..around the 17 age... like for instance "one person is over 21 and the other is less than 17 years of age. (age of consent is 17)" is 17 included as the less then 17 part or... is it 16 up until your next birthday (the day before u turn 17)?

If the age of consent is 17, that means any sexual activity that occurs AFTER a person's 17th birthday is not illegal.

If this person holds an important job, like police officer, teacher, counselor, etc, it may be 18 years of age. It is in alot of states, not sure of NY.

The age of consent is when the state believes a person is old enough to understand the consequences and emotional involvement in sex.

The age of majority is when a person can be considered an adult and no one has to declare custody of that person.

Basically, just because a person is legally allowed to have sex, until the age of majority, if the parents/guardians say no, the answer is no.
