Default Warehouse Stockpicker Requirements Utah Vermont Virginia

I have a customer who uses stockpickers in their warehouse. They would like to know if the State of Utah's OSHA Department will allow their stock picker operators to attach themselves via retractable tethers and belts or if they need to use full body harnesses. Thanks for your help.
