And some employers are "fee based" so they pay the exact amout of the claims on a quarterly basis. In Iowa non-profits that meet specific criteria would be an example. It is rare to pay this way...

Let me go back later and read. I know they flipped flopped because employers used a loop hole in the original subsidy. You could be correct.
