    i was told that you can pay someones property taxes if they are behind and then send them a letter to pay you the amount of the taxes. and if they don't file for a lein and then later get the house. but my problem is that i can't find any info about this or the steps you would take to do this ? so any help please.

    That isn't how it works. You have to buy the property at public auctions held by the county. The owner then has a period of time to catch the taxes back up and regain title to the property.
