    our shifts are normally 10 hours 4 days a week plus needed overtime based on customer demands. at the end of the shift there is usually a voluntary clean up time between 15 and 30 minutes. The boss calls this overtime over the PA system and has no idea who volunteers to stay or not. At some point he may walk through the area to see who stayed and who is cleaning. After the clean up period the boss does the hours for the day. My question is can he alter an employee's punch out time just because he did not see that person cleaning or even if he caught the person loffing around but did not tell the person to punch out and leave if not cleaning?

    You must be paid for ALL hours that you worked. That having been said, if by "loffing around" you mean "hanging around" work after your shift is over watching other people work - that is not compensable.
