    Is there a law that states an employee is not to receive mileage reimbursement to travel from home to work and from work to home?

    No laws one way or the other on this in Utah. There are exactly two states (CA, MA) that requires milage reimbursement, just not for commutes. There are no states which require mileage reimbursement for commutes and there are no states that prohibit mileage reimbursements for commutes.

    Not your question, but should the employer reimburse commute mileage, IRS would consider it to be taxable wages. According to IRS, commute mileage normally fails the "accountable plan" test.
