Can a small business owner give his salaried employees paid vacation and not his hourly employees in Tennessee?

Yes you may have different vacation policies for different classes of employees (e.g. salary vs hourly, full-time vs part-time, etc). It would only be illegal if the vacation policy differentiated on the basis of a characteristic protected by law (e.g. race, sex, etc).

A small, medium, or large business owner can give his salaried employees paid vacation and not his hourly employees in all 50 states.
The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.

Vacation isn't even required by state or federal law so you can choose who to give it to as long as you don't discriminate based on a category protected by law (race, religion.....).
