    My coworker is an hourly employee. Our employers do not allow us to take lunch however they require him to deduct an hour of pay every day, so he loses 6 hours each week. I was wondering on why employers can deduct wages when they will tell you in no uncertain terms you are not allowed to take a lunch at all?

    They can't.

    No law in any state permits an employer to deduct for a pay break that the employee does not take. Your co-worker, and any other employees who are having this deduction taken for breaks they did not take, are free to file a complaint with the PA DLI. They cannot legally be fired or have any adverse action taken against them for this complaint.
