    Is refusing to pay wages that were not included in a paycheck due to error until the next pay period considered willfully withholding wages? If not, why is this?

    Also, how would one go about submitting a written notice of nonpayment if the company refuses to supply a corporate payrol department address or contact information?

    No, legitimate errors are not the same as willfully withholding pay. Even payroll is human and mistakes happen. The law realizes this and doesn't make simple human (or even computer) error a legal offense.

      ARE they refusing? Or was this a legitimate error?

      Doesn't the paycheck have the company name and address on it? Use that.
