    I have been working for a small town city government for the past 6 years. When I was hired I was given an employee handbook witch explained all the benefits in detail that I am to receive. As an example on the 7th year anniversary I was supposed to get 3 weeks of vacation. Just recently city council has changed the handbook and I will not receive this benefit. They have also taken away several days of sick leave that I was supposed to originally get. I guess my question is can the city just change their handbook and take away benefits that I was supposed to receive under the original handbook?
    Any help would be greatly appreciated.

    Unless the benefits are guaranteed under a contract or CBA, the employer may change their benefit plan on a go forward basis.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
