I was wanting to know by law, is an employer required to give back pay on a signed off raise. Thank you.

Back pay to when? Why would there be backpay owed?
I post with the full knowledge and support of my employer, though the opinions rendered are my own and not necessarily representative of their position. In other words, I'm a free agent.

I received a raise on november 10, 2008 and it has not been on my pay check am I entitled to the back pay from that date.

Not automatically. The date the raise is approved is not necessarily the date the raise is to be effective. It may be that the raise didn't actually go into effect until the new year. It can't hurt to ask payroll or your supervisor why there was a delay if the reason isn't obvious.
