    our company just implemented a new rule that we are not allowed to take any unpaid vaca days. we are only allowed to take time off with accrued vaca hours. i just don't understand how that can be legal.

    It is legal because you do not have a right under the law to take unpaid time off work.

    Barring FMLA situations, the employer is not obligated under the law to allow you to take time off at work at all, paid or unpaid.

    The above presumes that no legally binding contract or CBA specifically says otherwise.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
