    If an employee (who is required to pick up paychecks onsite normally) quits with little to no notice, can an employer hold the last paycheck for the employee to pick up and have the employee sign a resignation acceptance letter?

    You can't make the availability of his paycheck dependent upon him signing anything. Call the last known phone number you have for this guy and tell him his final paycheck is ready and how does he want to retrieve it.
