    We terminated an employee just prior to their workshift starting. What is the minimum number of hours we must pay this individual -- even though they did not work the shift?

    None. NY does not have any requirement for an employer to pay "report pay" (at least not any I could find at their DOL web page.) I'd pay the employee for the time spent meeting with his supervisor/HR to have the termination discussion but that's it.

      137-1.6 Call-in pay rate. (a) An employee who by request or permission of the employer reports for duty on any day, whether or not assigned to actual work, shall be paid at the applicable minimum wage rate: (1) for at least three hours for one shift, or the number of hours in the regularly scheduled shift, whichever is less; (2) for at least six hours for two shifts totalling six hours or less; or the number of hours in the regularly scheduled shift, whichever is less; and (3) for at least eight hours for three shifts totalling eight hours or less, or the number of hours in the regularly scheduled shift, whichever is less.

      Also per APA Guide to state payroll laws -
      Miscellaneous industries and occupations subject
      to minimum wage orders an employee who by
      request or permission of the employer reports for
      work on any day must be paid the basic minimum
      hourly wage for at least 4 hours, or the number of
      hours in the regularly scheduled shift, whichever is less.
