    I have been a part-time government employee in Maryland for 13 years. I have been requesting to change to full-time since my youngest child is now starting kindergarten but am being told that I cannot do so. My question is whether my seniority takes priority over a full-time employee? (ex. someone hired within the last 2 years or so) I have been trying to get a straight answer from HR but an unable to do so. Thanks, Julie

    There is no law that gives priority on the basis of seniority.

    It is possible that there is something in the state or municipal charter you work under, or your CBA if you are unionized, that does so, but the law does not.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
