    Our employer has one of our employees recording and reading all our e-mails. They have not made it public knowlege that they are doing so. Is this legal?

    It is your employer's computer; your employer's software; your employer's e-mail system and your employer's time. Yes, it is legal. You have no expectation of e-mail privacy in the workplace.

    It would be nice of them to inform you that they are monitoring your e-mails but they have no legal obligation to do so.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
