I'm sorry i'm on a long phone call right now and am being pinged by an employee that wants to know when they can go on lunch. We're in IL. she's working 11:45am-6:00 pm and is a part time employee. can i make her not take a lunch until 4pm?

In your state, if she works a 7.5 hour shift you must allow her to take a 20 minute lunch break. But I don't believe your state has any regulations about when during the shift it has to be taken. So yes, you can make her wait till it's convenient.

Since her shift is not 7.5 hours long, you don't HAVE to let her take a lunch break at all.
The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
