    For 2004, the employer rate ranges from 0.3% - 5.4% on maximum taxable earnings of $24,300 for state unemployment taxes. The standard new employer rate for 2004 is 2.8%. For federal unemployment taxes, the rate is 6.2% on maximum taxable earnings of $7,000 with a maximum credit of 5.4% making the net tax 0.8%.
