    How common is it for an employer to allow an employee to use their PTO while on Short Term Disability leave (the STD coverage also being fully covered by the employer)?

    If you are talking about during the waiting period before the STD benefits kick in, quite common.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.

        I can't tell if you mean the employer pays 100% of the STD premiums as a benefit to the employee OR if you mean the employer has no coverage and just self-funds as needed.

        If it is an UNinsured plan (the employer just "self-insuring" or paying as they go), it would be very common for the employer to require the employee use all PTO prior to getting any STD. If it is an insured plan, it would be very common to require use of PTO until the benefits kick in during the waiting period. Most employers want to pay out PTO and not keep it "owed" on the books once it has been earned.
