    Yes. In fact, a person should never attempt to prove a case of abuse before they call. It is the job of Children Services to investigate all alleged cases of abuse or neglect and determine if a family needs services offered to them. Someone should call if they suspect abuse or if they believe Children Services may be able to help them in any way.
