The words "press charges" apply to criminal court, not civil court.
Second, you can contact the d.a.'s office directly even if the police don't forward the charges to them.
And there are still no charges you can press.
Third, if he was arrested (even if he was released O.R.) he can contact the nearest U.S. Attorney's office. Federal law makes it a crime to commit an overt act with the intention of depriving someone of their civil rights; people who have manufactured evidence or otherwise tried to frame someone get prosecuted under this statute.
The federal govt is the biggest civil rights violator in the US. You
faith is misplaced.
So there's one civil remedy, one criminal remedy under state law, and one criminal remedy under federal law.
You've not shown a criminal remedy available to the accused Bo. And
perjury is a misdemeanor, not a felony.
