About 4 weeks ago I got a call from a collection Agency called "Capitol
Management". They are looking for someone with same name as mine, but at a
different address and SSN#. The first time they called me,I was cordial to
them and explained I lived in a city of over 4 million people and I have a
common name. I have been out of town for the past week and they have
started calling again. Their calls are very ominous and threatening in
their tone and my wife is getting scared.

They are admittedly looking for someone else. What can I do to get them to
stop calling me?

Before we got married my husband had a similar problem. The person who had
his phone number before him was a deadbeat who didn't pay his bills. A
collection agency was calling him day and night. They didn't believe that
the phone number didn't belong to the deadbeat any longer, so they kept
calling and harassing us. We finally had to get the phone company involved.
They notified the people calling that what they were doing was harassment
and it was against the law and that if the calls continued that we would
take legal action. The calls stopped immediately. I would suggest that you
tell the calling party that their calls are harassment and that you will
persue legal action if they continue to call you.

Write them a short, simple, polite letter telling them you are not the
person owing the debt and that they are not to contact you again in any way.
Certified Mail, Return Receipt, keep a copy of the letter. If they contact
you after that, take the matter to an attorney experienced in actions under
the Fair Debt Collection Practices Act.

Do a web search on the FDCPA. Interesting reading.
They can not contact you simply because they have your phone number and make
threats based on the presumption of "guilt by association", having the same
name.
Notify the phone company and get them involved. There are laws enforced by
the phone company about harassing calls.
If necessary, you can get a court order to force them to stop.
Oh and invest in an anwering machine.
