employer (county Gov) has been paying the hourly workers twice a month for 15 years. now they have decided to change the pay to once a month.The 2 week pay will have to last the employees for a month. is there a way to stop this

Unfortunately, there is nothing to be done when your employer decides to change the pay frequency from bi-monthly to monthly. Oftentimes, however, an employer will advance funds if necessary to tide you over for the two-week period. Check with your payroll department to see what options may be available.
