Notice the number of people going to Mexico for medical treatment,
pharmaceuticals, etc.

Hypothetical: If someone goes to a Mexican medical facility and
they commit malpractice or violate medical ethics, as compared to
US standards) what recourse, if any, does that party have?

Is it better to proceed in Mexico or, is it possible to sue under
international law?

Don't think they have tort law in Mexico. Your just SOL in my opinion. Even
if you got a judgement in another country, you wouldn't stand a chance of
getting it enforced.
