I know next-to-nothing about non-USA laws. In 1988 a relative
could not attend his father's funeral in Greece because he had
incurred huge casino debts and fled the country. In the USA, they say
"we abolished debtor prison" and debts are "discharged" (which
originated from when you were discharged from debtor prison) via
bankruptcy. What is the situation with debt & Bankrputcy out of the USA?

Generally, a US bankruptcy does not discharge debts incurred outside the US.
