I filed Ch 7 (pro se) on 10/14 in Texas.

Today, a priority, non secured creditor called me and woke me up.
They've never called before and I know they got my phone number from
the bankruptcy papers. I know eventually I will need to pay them but
it's still over a month before the 341 meeting. The collection
agency/law firm is one known for it's harassment and primarily
collects for municipalities and student loans.

If it makes any difference, they are trying to collect on a parking
ticket I received because my handicapped placard had expired one month
prior to the ticket while I was waiting for my handicapped license
plates. Because of my lift, parking in the extra wide handicapped
parking is not a choice but mandatory. Telling this to the
collection agency is pointless.

Are they allowed to be making collection calls to me during this time
or are they supposed to attend the 341 meeting? If not, what do I
need to do to stop this?

I am not sure, but I think traffic fines are considered nondischargeable and
are not included in the automatic stay that applies to other creditors.
