I'm getting ready to file ch. 7. I have also recently been offered a
promotion at work that will, in about 3 months (after training),
result in a doubling of my income. Would filing bankruptcy now be
viewed as fraudulent? I have no hope of paying anything off (I earn
$9000/yr). The promotion would earn me $26,000 gross.
Thanks..

It depends on whether the promotion is offered before you file or after. If
before, you need to tell the trustee. If not, you don't (unless the trustee
asks).

I believe in the forms there is a question that asks if there is any
reason why your income would change more than, I think, 10% in the next
year. File now, before the eventual promotion is offered/accepted. You
can say that you thought you might get it, but wasn't sure.

What obligation does the debtor have to notify the trustee about
income changes, both increases and decreases? Can a creditor ask for a
yearly review of a debtor's bankruptcy (13)?
