Can an in rem order, specifically equitable servitude request, be filed in
anticipation of a debtor filing bankrupty (10th filing in 8 years)?

Only if there is an open case to file it in. OTOH, the Court can
enter an order lifting the stay and imposing an ES on its own
initiative, if it feels this is appropriate.
