Subject: Brazil pays poor families for schooling kids-not working

Even a quasi Third World nation like Brazil can pay families to keep children
in school, rather than working at low wage jobs like maids and gardeners.
The US pays families to have children, then pays adoption incentives for states
to make money off of managing the childrens movements from FC to adoption, and
then back again if adoption fails. The adoption incentives are still payable,
no matter how many failed adoptions take place.
6K currently to move kids from one stopping point to another.
