I've finished making all the payments under my CH13 BK;though I have yet to
receive my official discharge from the trustee.Last week I received a letter
from the city telling me I was in code violation for not keeping
up the appearance of my house(as if I could even if I wanted to). They are
threatening to put liens on my house
if I don't pay the fines.I live in Florida...
Can they do this to me while I am still in bankruptcy?
Do I have any recourse?

Assuming that the alleged violation occurred after your case was
filed, it is appropriate.
