I own a small parcel of land in Shelby County. The land does not border a highway. A small parcel, owned by another party, lies between my property and the public highway (Hwy 61).
Is the owner of the land that is between my property and the public highway required to give me right of way for a driveway to my property and public utilities such as electricity, water etc?
