I have a couple of questions. Is is legal not to pay the personal time off for someone that is sick after they are working out their months notice? This is after they paid at least two people for time after they gave their notice that I know of and can document one.

Second question is there a limit to the number of hours one person can work in a week?

1.) Yes, it is. Quite a few companies will not provide paid leave to someone who has given their notice.

2.) No, there isn't. With a VERY few industry specific exceptions where there is a public safety factor (airline pilot, truck driver), an employee can be required to work 168 hours a week if the employer so desires.
