Part-time and full-time mean whatever the company says they mean. This is not an issue addressed by law. It is not unusual for part-time employees to be asked to work extra hours though, for example, to sub for other employees who are off, or if there is a rush job that needs to be completed for a customer, etc.
Now, what does worker's comp have to do with this?
BTW, please try some complete sentences, and capitalization and punctuation. I found it difficult to understand what you were telling us and to determine what your questions were.

Part-time jobs are meant to be short-term employment. Is this really where
you want to work? If you can't move up and they haven't fired you and you
are still collecting a paycheck, then you make more money than a billion
other people in the world... Maybe that number is even larger? { : (
Do you have to work? If so, take all that extra time and go find another
job. Good Luck.
Part-time jobs are meant to be short-term employment.
There is nothing whatsoever in the law that supports this. Plenty of people take part time jobs as long term employment, because for whatever reason that's what they want to work.
