I live in Maryland, and my 15 year old nephew lives in Connecticut. Briefly, there is a long history of verbal/psychological abuse in his family and he has asked if I would be willing to let him live with my family. His parents would probably oppose this, but I agree with him - he would be better off in a stable nurturing environment.
What should we be looking into (resources, laws, etc.) to make this happen?

have you found out how old he has to be to ask for emancipation from his parents in ct?

Talk to the parents to see if they are agreeable to signing off on you becoming the kid's legal guardian. If they are, then ask for them to sign a power of attorney for you to care for the child, bring the child home, then you should file a petition in the court asking for that. You could file where you live or where the child lives. I think it might be simpler if you get a power of attorney to have the child come live with you, then file a petition of legal guardianship wehre you are at based on the power of attorney which gives you the right to care for the child and gives permission for you to be the legal guardian of the child. A power of attorney can be done at a lawyer's office for little money. To get a legal guardianship done, you have to go thru the court and it is more time consuming and costly.
