is there a law of any kind ( in CA) stating that an employee must get a raise after a certain period of time and so on and so forth???
Ive been on this job for 4 years and still no raise and I though that theres a 50 cent raise every 6 months ( or whatever the amount is )
Please get back to me anyone. a link to a website that states this would be greatly apreciated. Thank

There is no law that requires any amount of a raise after any term of employment. Provided you make more than minimum wage, the employer can set any rate they choose and never increase it.
The basic idea is that if you are making less than you are worth, you would simply go somewhere else and get it.

In the state of CA if you are manager can hire and fire and manage others there is a base salary requirement of 28k.
That may be so but it does not have anything to do with what the OP asked.

There is no such base salary requirement of 28k. If you are a manager and can hire and fire, they can legally pay you minumum wage.
The only thing the 28K has to do with is whether you will be exempt. If they pay you minumum wage, you have to get paid overtime. If you get paid the base salary of $28,080 and meet all the other requirements of the exemption, then they don't have to pay you any extra when you work overtime.
