Can my employer who is based in georgia, however I am employed and live in California, hold my final paycheck and/or my final expense reimbursement until they recieve back my computer and any company property? I am awaiting them to send a call tage via ups/fedex or have someone pick it up as I will not pay for the shipping. In the interim I am expecting my paycheck and it has not arrived.

No, the only state that permits an employer to hold back an employee's final pay until company equipment has been returned is South Dakota.
