I just moved into a rental property a month ago in a neighborhood I have been to a lot. The problem is one of my neighbors who lives in a duplex a couple down from mine has three dogs. Now so far the dogs aren't a problem. Yesterday I guess the neighbor had a freak out session and started beating his dog to the point that I was so disgusted I shouted at him that I would call the authorities. Now I'm slightly worried to even think about calling anyone about this matter due to the fact that I have a child and I don't want him to do something crazy whatever that might be. So I'm thinking of moving but I would have to break my lease. Is being worried about your and your childs safety grounds enough to break a lease?

first read your lease and see if there is an early termination clause.
anticipating danger that hasnt happen may not be grounds enough, but if you have signs that you may be in danger talk to the rental property manager about breaking your lease because you are fearful, you may end up being held liable for rent until the property is rented. but your safety is first.

In this case, No because even you say you checked out the area a lot, so apparently not the neighbor with the 3 dogs. Wherever you go, there are going to be neighbors and some are nice and others are not. You can look over your lease to see if this is a reason to terminate the lease, but I doubt it is.
