Can an employer hold a paycheck until an employee returns a piece of company property, for example, a pager? I am having to have employees sign a paper saying I will hold their final check until they turn their pager in. Can we legally do that?

No, you can't. The only state where an employer is legally allowed to hold a paycheck until all company property has been returned is South Dakota.
