I'm a Police officer and have to take a manditory 30 min break. We don't get paid for this 30 min. My question is can this be done because we are in uniform, how can this be my personal time? All of the officers remain in uniform during this 30 min lunch break. Does VA have a law for this or is it federal? Va state law requires us to act if a crime is committed in our presence.
Neither Virginia nor Federal law requires that you take a meal break. However, neither Virginia nor Federal law prohibits your employer from requiring that you take a meal break either. No law requires that you be paid for the break simply because you remain in uniform. Whether you remain in uniform or not is immaterial.

Then if you act as an officer during your unpaid lunch, then you are working, and you must be paid for it. Otherwise, no.
