My daughter is the manager of a small store in Portland, Oregon.
She has been working for 20 days straight, during this time had lost all of her employees, so she has been opening and closing the store alone. She has been having interviews and has spoken to her manager to get help. Nothing has been done. Today she has hired one person. She asked me to find out what the legal laws are on what she is going through.

Oregon is not one of the very few states that requires one day of rest out of every seven, and is also not one of the even fewer states that limits the number of hours an employee can be asked to work. While I sympathize with her situation (having quite recently gone through something similar), nothing you have posted suggests that any labor laws have been violated.
