Title says it all. Is it legal in PA for an employer to cut a (part time) employee's hours for disciplinary reasons?

Yes.

Absent an employment contract, employer is free to change the number of hours you work.

What they can't do is cut your hours for discriminatory reasons (ie race, sex, etc).
