My husband has been employed at this company going on 10 years, he has never seen a rulebook, hand book and / or manual, is it a law that employers furnish or at least have one available for employees?

No, there is no such law. While there are many good reasons why an employer would have such a book, there is no legal requirement that they do so.

What kind of problems are you talking about? There are certain federal "protections" and "employee rights". Regarding wage and hour laws at the state level, Georgia has very few.

Employees have rights in every state. But your question is way too broad - you're going to have to give us some clue what kind of rights you are looking for.
