I work for an organization that is the administrators for GA Medicaid (headquarters in Dallas, TX). An employee has given their two-week notice and is questioning why our company will not pay him for his accurred vacation time (3.08 hours per pay period). This employee has accurred one-week vacation, but HR stated that they will not pay him for that accurred vacation time - under Georgia State law. I would like to know - IS THIS LEGAL? I'm originally from Oregon where you would be paid for accurred vacation time. I'm very concerned about this policy.
Can anyone help me with this question?

Yes, it is quite legal. GA law does not require the payout of vaction time at termination. And, even though it doesn't apply here since your friend worked in GA and not TX, neither does TX.
