My Sister In Law Is About To Give Birth To A Baby She Can't Raise At This Time, I Have Decided To Take The Baby, If I File For Fmla, Does This Qualify And If Not, What Do I Need To Do As Far As Making The Baby A Legal Child Of Mine????
If you are adopting the baby, then that would be a qualifying event for FMLA, assuming that you have worked the requisite length of time and hours, and that your employer has 50 or more employees within a 75 mile radius.

No, you don't. If there are not 50 employees within 75 miles of your location, FMLA does not apply.
Your employer can voluntarily choose to offer you time, but they cannot be compelled to if FMLA does not apply.
