I work in a small office with about 7 others. There is lots of favoritism since it is family owned. Business has went down dramatically in the past several months. We are lucky if we get to work 15-20 hours per week. So, some weeks we get to sign up and some week we do not since our hours fall below 24. Our office manager takes 2 of us and rotates or days off, but the way she does it, my co-worker get way more hours than I do. She does not make the others rotate days off and i have been there longer than my co-worker and she and my co-workers are "buddies". There is no fairness in this at all. If you say anything to the office manager her Bi-Polar disorder kicks in and you are on her "list' for the next few days. her husband owns the company, so if we go to him, he goes to her and you still get it from both ends. She swears she is trying to be fair, but she is not fair at all. I never know from one day to the next if I get to work or not, or what hours I am going to get to work. However, when they hired me over 3 years ago, my hours are supposed to be 8-5. I cannot plan anything in the mornings or afternoons as far as other job interviews because I never know what my work schedule is. I have asked them to go ahead and lay me off permanantly but they won't. Do I have any legal rights?

You have the legal right to find another job. What is occurring may or may not be fair and just, but it is not illegal.
