I was wondering if there is any laws reguarding the timely matter, a evaluation should be given to an employee. In the dept I work in there is at least 2 guys that are due for their evaluations and these are over 1 year late. If anyone can help in this matter it would be greatly appreciated.

No, evaluations and the like are not regulated by law.
